Dans cette même année 2013, il remporta la première étape du tour du Faso et finit 2e au classement général. Il remporta également les 3e et 4e étapes du grand prix Chantal Biya pour une 10e place au général. Après sa contre- performance du Cameroun, l’éléphant devient vainqueur de la 11e édition du tour de Madagascar.
S’il a vécu une année 2013 un peu compliqué, Cissé démontera au monde du cyclisme qu’il n’abdique jamais en remportant le tour de Cote d’Ivoire en 2014 à 23 ans.
En 2015, il finit à une étonnante 12e place au tour de Cote d’Ivoire. En 2016, il est 1er au classement par point au grand prix Chantal Biya du Cameroun. A ce tour il remporte la première étape de l’édition 2017.
Passé 4 ans sans véritable titre, Issiaka Cissé remporte à nouveau le tour de Cote d’Ivoire, édition 2018. Avec 3 étapes gagnées à ce tour, il montre là sa suprématie au niveau national, car depuis son sacre de 2014, aucun Ivoirien ne s’était imposé au tour de Cote d’Ivoire.
